Just add the country to the banned list, and add a line of JavaScript to the page. You decide where they are redirected to. Each banned country can have its own specific redirection URL. You can also limit access on the basis of language. For example, only allow access to those whose language is English. Script runs very quick, with minimal server CPU load. Using mod_rewrite, you can cloak the JavaScript as CSS so the process is completely transparent [CSS Cloaking].
